fix(BK-2020-04-PID-1):Fix minor title placements

- Note: Title text placements were adjusted in order to accomodate
  Wikimedia Commons' PNG rendering process which lacks the font used by
  the drawings (i.e. `osifont`); text when rendered by WikiCommons
  expands in width by about 25% when it uses its default sans serif
  font in lieu of `osifont`.
- Note: `REVISIONS.org` was also updated in an earlier commit to
  reflect the 2023-03-01 date when the drawings were substantially
  updated. Today's (2023-05-23) updates are not recorded and the
  revision letters were not incremented since the changes were minor
  title placement changes.
- Note: `EXEC/combine_pdfs.sh` was added in an earlier commit. It is a simple
  BK-2020-03 Bash script (see
  https://gitlab.com/baltakatei/baltakatei-exdev ) that automates
  calling `pdftk` to combine PDFs into a single PDF.

feat(DEL/BK-2020-04-PID-1):Mark drawing as 'Released'.

- Note: Drawings were corrected and updated on 2023-03-01. Some time
  was given for further corrections; none were found, so documents are
  being released for upload to Wikimedia Commons.

- Notes:

  - Adjust group titles in order to reduce text overflow in PNG
    previews of Wikimedia Commons servers (due to said servers lacking
    `osifont` font).

    in its own SVG group. Put each set of SVG groups into a layer
    according to ISO 10628-2 group.

  - Update each Legend to address registration numbers that fall
    outside the provided patterns.

  - Adjust font sizes in Title and Legend to reduce clipping when
    rendered without `osifont` font.

  - Fix some minor spelling errors.

specifies the line widths, placements on page, and lettering sizes for
technical drawings. 5 templates are included for the five ISO 216 page
sizes: A0, A1, A2, A3, and A4.
