feat(TMP-1):Initial drafts of ISO 5457:1999 templates

This commit contains PDFs, plain SVGs, and Inkscape SVGs of drawing
templates that comply to ISO 5457:1999(en) "Technical product
documentation — Sizes and layout of drawing sheets". The standard
specifies the line widths, placements on page, and lettering sizes for
technical drawings. 5 templates are included for the five ISO 216 page
sizes: A0, A1, A2, A3, and A4.
