+** Objective
+Create a convenient "Keyboard - Navajo" input method accessible in
+Debian GNU/Linux via the ~ibus~ and ~fcitx5~ input method frameworks.
+
+** Scope
+- Prioritize development for the Debian GNU/Linux operating system.
+- Desired, but lower priority is downstream compatibility (e.g. with Ubuntu or Pop!_OS.
+- Do not prioritize support for Windows or macOS.
+
+** Strategy
+Follow strategy described in the Debian i18n wiki section for [[https://wiki.debian.org/I18n/NorthAmericanIndigenousLanguages][North
+American Indigenous Languages]].

+1. Create ~.orth~ files for ~fontconfig~ for Navajo.
+2. Submit files to ~fontconfig~ (group?)
+3. Create ~xkb~ keyboard layouts.
+4. Type in locale information.
