Compact most layers into single layer (with sublayers containing
template details) in order to simplify user experience when using this
template. A second layer exists next to the single layer containing a
sample title block placed below the canvas.

Created template of template for generating TMP-1 templates.

Changed sheet numbering system so sheet 1 is A0, sheet 2 is A1,
... sheet 5 is A4.

draft(TMP-1-SHT2):Add layers for A0-A4

Prepare to export individual SVGs with appropriate layer and grouping
settings. Current commit has high number of layers required to
correctly manipulate each page size's various settings.

Future commit will have individual SVG templates which each will have
only 1 layer with multiple groups:

1. ISO 5459:1999 visible subgroups (for the appropriate page size)

  a. refgrid (horizontal)
  b. refgrid (vertical)
  c. borders

2. ISO 5459:1999 alignment subgroups (hidden but included for reference)

  a. drawing border corners
  b. drawing border bounds
  c. drawing border centering lines
  d. reference grid corners
  e. reference grid bounds
  f. drawing area

3. ISO 5459:1999 title subgroups

  a. template version control
  b. sample title

Miscellaneous symbols were generated beyond page margins of drawings
while working. Symbols themselves contain some useful information
regarding how to create certain symbols that may not be obvious upon
