** DONE Change licenses to CC0 (public domain) for all templates

This change will facilitate their use by the general public. This
makes sense since the templates themselves do not in-and-of themselves
provide much complexity; their nature is to facilitate production of
other works.
** DONE Create ISO 5457:1999 SVG templates for A2, A3, and A4 paper sizes.
