Created `baltakatei_exec_testing` in order to store development
versions of scripts and executables before they are pushed to the
production directory `baltakatei_exec` where they are copied via
Syncthing to all machines and executed.

`config-shared` contains custom settings for individual applications.

The `script` and `bin` directories of `baltakatei_exec` are the
directories for storing executable scripts (python, bash) and
executable binaries respectively. Each should be added to PATH on all
of my Debian GNU/Linux machines.

`baltakatei_exec_dev`.

Created setup instructions and staged configuration files for `emacs`.
